They were there under the orders of the Admiral. Thier briefings had been both clear and concise. They were not to attack, but to serve was watchers. Where the men in the uglies had done thier work and they had set the table for politcal unrest on Corellia, they were sent to see to it the objective was continued. Now they were there to monitor the progress of the opposition, to report back at every opportunity the when, the where, the what and the how many there was to know about the Jedi contengent that would likely come to inspect thier fallen on Corellia.
More assassins had been deployed and they were simply serving in thier secondary role---as spies. Out of thier gear, they were indistinguishable on outward appearance from any others around them. They knew they had been pre-positioned to report on the opposition as soon as they landed. It was now a matter of waiting, knowing the Jedi would come to claim thier fallen comrades.
